Patron Code of Conduct
It is the purpose of the Patron Code of Conduct to allow all patrons of the Wellsville Carnegie Public Library (“Library”) to use its facilities to the maximum extent possible during its regularly scheduled hours, to maintain such facilities in a sanitary and pleasant condition, and to protect the health, safety and well-being of the Library patrons and staff.
Code of Conduct
Patrons shall obey all laws while in, on, or about the Library and the Library premises.
Patrons shall not conduct themselves in any manner, which creates an imminent danger to themselves and/or to others while in, on, or about the library and the Library premises.
Patrons shall not interfere with the use of the Library by other patrons, or interfere with Library employees’ performance of their duties. Personal communication and entertainment devices, including but limited to; cellular phones, personal computers, portable listening devices, and radios, shall be kept at a volume which does not disturb other patrons or staff. Cell phone use shall be conducted in the Library entryway or outdoors.
Patrons must present a library card to check out any items from the Library. Replacement library cards can be purchased for fifty cents ($0.50).
Patrons whose bodily hygiene is offensive so as to constitute a nuisance to other persons shall be required to leave the Library.
Patrons are required to wear a shirt or other covering of their upper bodies, and shoes or other appropriate footwear at all times.
Patrons shall comply with all reasonable staff requests.
Patrons shall be engaged in activities associated with the use of a public library, while in the Library. Activities including, but not limited to, sleeping, use of obscene or inappropriate language and/or gestures, eating, drinking, and/or the use tobacco products, are prohibited.
Movement within the Library by skateboard, roller blade, roller skates, “heelys”, or similar devices are prohibited. Baby buggies and strollers, and wheelchairs and other assistive devices for the disabled, are permissible provided that they are used solely for their intended purpose. Bicycles shall be parked outdoors in the bicycle rack provided by the Library, and shall not be left blocking entrances/exits or elsewhere on Library premises.
Children under the age of twelve (12) shall not be left unattended in, on, or about the Library or Library premises.
Students unaccompanied by parents or guardians must either be working on the computer, doing homework, or reading. If a student is not working quietly in the library then he/she will be asked to leave.
Weapons are prohibited in, on, or about the Library and the Library premises, in accordance with law. A weapon is defined as a handgun, long gun, knife, and/or any other object whose purpose or use is to inflict harm to another person.
Patrons refusing to leave the Library facility after the hours established by the Library’s Board of Trustees for closing may be considered as trespassing, as defined by Ohio law.
Any patron not abiding by these or other rules and regulations of the Library shall be asked to ceased and desist the offending conduct or, when appropriate, to leave the Library premises. If deemed advisable, Library employees shall contact the Wellsville Village Police department, Children Services Agency, or other appropriate agency.
Any patron who continues to violate these or other rules and regulations of the Library may, upon written notice, be denied the privilege of further access to the Library. Any patron whose privileges have been denied may have that decision reviewed by the Library Board of Trustees, by filing a written notice of appeal with the Board no later than ten (10) days following the patron’s receipt of the decision denying such privileges.
